Russian-German cooperation in the era of digital transformation

July 10, 2019 in the framework of the Forum Innoprom-2019 hosted the open session «Russian-German cooperation in the era of digital transformation».

The event was organized by the German-Russian Initiative for Digitalization (GRID), the RSPP Committee on technical regulation, standardization and conformity assessment and the Eastern German Business Association.

The first part of the session was devoted to the discussion of the results of work and further prospects of the Russian-German Initiative on Digitalization (GRID).

The practical step in the implementation of this initiative is the work of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern German Business Association.

The second part of the session named “Standardization in digital production» was devoted to the work of the Council, which was held for the first time in the format of an open meeting of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern German Business Association.

Opening the session, Chairman of the RSPP Committee on technical regulation, standardization and conformity assessment D.A. Pumpyansky said: «Today our session is devoted to standardization in digital production. But this topic cannot be considered in isolation from the main processes in the field of standardization and technical regulation taking place in our  country today.

Now the draft of the «Concept of development of standardization in the Russian Federation for the period up to 2027» is being discussed. It may be extended until 2030.  Now the business community and regulatory authorities – first of all, the Russian Government, the Russian Ministry of industry and trade, Rosstandart are discussing the draft of the Concept. The discussions are quite fruitful, I hope that this summer a consensus will be reached, and the relevant legislative initiatives and amendments to the law «On standardization in the Russian Federation» will be sent to the State Duma in the autumn.

Just two days ago, also within the framework of Innoprom, a meeting of Russian business was held under the auspices of the RSPP, which was attended by the members of the Sverdlovsk Regional Union of Industrialists and Entrepreneurs and the Deputy Prime Minister of the Russian Federation Dmitry Kozak. There  also was raised this issue.

We received some support and confirmation that the voice of business, our vision of standardization processes in the country will be taken into account and supported. We are talking about the issues on optimizing the work of technical committees on standardization, the application of the regulatory guillotine to the standards that have been in force for a long time.

The opinion of business is heard, now there is a search for consensus on these problems.

I would like to thank the representatives of the Russian Ministry of industry and trade, with whom we have been cooperating for many years. We plan to continue our joint work with Deputy Minister A. S. Besprozvannykh, specialists of the Ministry, Rosstandart leadership.

The RSPP Committee continues to keep abreast of developments.  It is planned that in August-September this year we will complete the coordination with the Government and the “Concept of standardization in the Russian Federation», and the corresponding Road map, which will detail all the specific steps in this direction.

Today's session is held in partnership with the Eastern German Business Association. Our cooperation in the field of standardization continues for the second year. The importance of this work cannot be overstated.  Standards play an important role in the development of the digital economy. And the development of the same rules and approaches by Russian and German experts. They gives a clear idea of the main vectors of further movement. In the future, these are new opportunities for our companies to work in the same technical and technological space.

I hope that we will discuss the specific results of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern German Business Association during the next Week of the Russian business of the RSPP, and at the St. Petersburg international economic forum – 2020. At the same time, we can expect the signing of the first documents with the state bodies of Russia and Germany for the official registration of the Initiatives developed by the experts of the Council.» 

B. Dahmen, Chairman of the Board, SMS group GmbH, project Manager from the German side, also stressed the importance of information exchange between the Russian and German industry in the development of standards and other regulatory documents on technical regulation. He noted that the purpose of the Council is to develop recommendations that could be implemented in companies to harmonize approaches to production processes.

RSPP President A.N.Shokhin noted that RSPP actively supports the promotion of new technologies, which is largely facilitated by cooperation with German partners. German-Russian exchange of experience on digitalization will improve the quality of jointly produced products and increase their market share, and the organization and participation in such visits is the best practical step that can be done to implement this task.

Also during the session reported O. V. Mezentseva, Director of the Department of state policy in the field of technical regulation, standardization and ensuring the unity of measurements of the Russian Ministry of industry, A. I. Khersontsev, Head of Rosakkreditation, A. P. Shalaev, Deputy Head of Rosstandart and others.

The German side was represented by Dr. Ulrike Bohnsack, managing Director for standardization and coordination of the German standards Institute (DIN), Markus Reigl, Director of technical regulation and standardization SIEMENS AG and Thomas Krause, CEO of ALPHA CONSULTING GMBH.

The moderator of the discussion was A. N. Lotsmanov, first Deputy Chairman of the RSPP Committee for technical regulation, standardization and conformity assessment, Chairman of the Council for technical regulation and standardization under the Ministry of industry and trade of Russia.

I. Khersontsev spoke about the development in Russia of the FGIS system «Rosakkreditatsiya 2.0», aimed at the use of digital technologies in the testing of products and control of conformity assessment processes.

V. Mezentseva spoke in detail about the work of the Council for technical regulation under the Ministry of industry and trade. She noted the importance of harmonization of technical regulations of the EAEU, both in terms of product requirements and in terms of conformity assessment modules. This work is also very important for the technical regulation and standardization Council of the RSPP Committee and the Eastern German Business Association in preparing recommendations for industry in Russia and Germany.

P. Shalaev thanked the RSPP and the Eastern German Business Association and noted that Rosstandart is waiting for the recommendations of the Council for technical regulation and standardization for the digital economy under RSPP Committee and Eastern German Business Association in terms of machine-readable standards. These recommendations could, according to A. P. Shalaev, become the basis of the second package of amendments to the law «On standardization in the Russian Federation».

Dr. U. Bohnsak continued the topic of developing of digital standards, noting that today such work is carried out both at the International and European level. She also spoke about the work of ISO on the implementation of the concept of «industry 4.0».   

Deputy Director of the Department of technical regulation and accreditation of the Eurasian economic Commission V.A. Burmistrov reported on the initiatives of the EEC in the field of digital standardization. Priority will be given to the development of machine-readable standards, product traceability and anti-counterfeiting.

M. Reigl shared with the participants of the discussion his vision of the problems in the use of standardization tools for the construction of digital production. He noted the importance of developing a single product classifier. «In order to promote the digital integration of Russian and German industrial products, it is necessary to cooperate in this area with Codex and other Russian engineering and IT-companies,» - he said.

Dr. T.Krause spoke about the challenges faced by the industry of Germany and Russia when entering the mutual markets. First of all, we are talking about barriers in the field of conformity assessment of products.  Joint work within the framework of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern German Business Association will contribute to the expansion of bilateral trade in the supply of equipment.

At the meeting discussed issues of standardization for the digital economy, the use of mechanisms for assessing the conformity of products when bringing it to the markets, the interaction of Russian and German experts at the international and European level.

According to the suggestion of M. Reigl, it was decided that the next meeting of the Council for technical regulation and standardization for the digital economy under RSPP Committee and Eastern German Business Association will be held in Munich in December 2019.
