Industrial policy and technical regulation: common goals and objectives

At the RSPP Management Board February 10, 2021 the decision to merge Committees of the Russian Union of Industrialists and Entrepreneurs of Industrial Policy and Committee of the Russian Union of Industrialists and entrepreneurs of Technical Regulation, Standardization and Conformity Assessment was made.

Co -chairs of the joint Committee of the Committee on industrial policy and technical regulation became members of the Management Board of the Russian Union of Industrialists and entrepreneurs Vladimir Yevtushenkov and Dmitry Pumpyansky.

The first meeting was held on March 3, 2021. There  were reviewed and formulated tasks for 2021 and for the near future. It was attended by more than three hundred people.

President of the Russian Union of Industrialists and Entrepreneurs Alexander  Shokhin addressed the audience with a welcoming speech. He expressed his gratitude to Vladimir Yevtushenkov and Dmitry Pumpyanskiy for agreeing to merge two committees, each of which occupied a prominent place in the activities of the RSPP. Making this decision the members of the Board assumed that many issues of technical regulation and industrial policy intersect in the most direct way. As shown by the work on the strategic initiative "New look of industry" in  the draft of the Strategy for socio-economic development of Russia until 2030, it is impossible to distinguish industrial policy and policy in the field of technical regulation and standardization .

Previously we considered the issues of technical regulation and industrial policy mainly in the context of the formation of new technologies - Industry 4.0. These issues were keis to the work of two committees.We will now develop this topic in the framework of the joint Committee.

"It should be noted tha Industry 4.0 is impossible without the Internet of things, new modern data transmission systems in 5G format. Literally at the last meeting of the Board the Russian Union of Industrialists and Entrepreneurs, where the decision to merge the committees was made, discussed this topic. And these issues should also be presented in the work of the joint Committee," Alexander Shokhin said.

"We also hope that the new Committee will be established as the methodological center for the activities of industry commissions. I would like the Committee on industrial policy and technical regulation to ensure that: there should be some unity of approach in the proposals that these commissions will submit.

We hope that the new Committee will respond quickly to all sorts of new challenges that are not even visible right now. It is clear that many questions will be raised both by life itself and by the competitive situation – both global and domestic," Shokhin said.

In his presentation Co-chairman of the Committee Dmitry Pumpyanskiy said that a drafts of essentials documents on the work of  the new Comittee  have already been prepared. When the new web-site appears they will be puted there. Now thes documents will be posted on the websites of the Committee on industrial policy and Committee for technical regulation, standardization and conformity assessment. Comments and suggestions on this drafts will be accepted within ten days to develop the final version.

Speaking about the tasks facing the joint Committee, Dmitry Pumpyanskiy noted that the past year 2020 has particularly confirmed the importance and effectiveness of the dialogue between the Russian business community and state authorities.

Working on a comprehensive project National economic recovery plan, cooperation within the coordination Council of the Russian Union of Industrialists and Entrepreneurs efforts to counteract coronavirus infection have led to the expansion of working ties between the Russian Union of Industrialists and Entrepreneurs and State authorities, existing committees and commissions, and the creation of new divisions. It is intended for systematic study of current issues and target functionality.

At the same time, it became obvious that without close coordination of industrial policy and technical regulation, synchronization of approaches to common problems , it is impossible to create a serious basis for economic growth and a balanced industrial policy of Russia in the medium and long term.

"Today the Russian government is actively developing a new strategy for Russia's socio-economic development.The strategy will determine ways to solve the tasks set out in July in the decree of the Presidrnt of the Russian Federation "On national development goals of the Russian Federation for the period up to 2030". The strategy is due to be adopted on may 14, 2021.

Basic direction of work, including the main task of the Committee that is to identify, diagnose and remove various barriers and restrictions in the activities of the domestic industrial complex - in addition to the basic results achieved within the framework of the "Regulatory guillotine".

Active participation of experts from business in this area is necessary for the business itself, and it is in demand by the government. I have no doubt that combining the specialized knowledge and efforts of specialists in the field of industrial policy and technical regulation within the framework of the joint Committee will provide a significant additional contribution to the overall work on barriers," - D. Pumpyanskiy said.

"I would like to note that we already have a positive experience in resolving problematic issues in the construction industry within the framework of cooperation between the Russian Union of Industrialists and Entrepreneurs and the Russian Ministry of construction. Approved and implemented the Roadmap for technical regulation and improvement of the regulatory framework in construction. It is planned to bring the issues of design, rationing, fire safety, industrial safety, and reducing operating costs into compliance with the best standards. Here we are equally talking about solving issues related to technical regulation, rationing in construction , and solving the following problems: objectives of industrial policy. These issues directly relate to investment policy. Simplification of investment procedures for the Russian industry will have a tangible economic effect," - said the Co-chairman of the Committee of the Russian Union of Industrialists and Entrepreneurs.

Dmitry Pumpyanskiy stressed that the work in the field of technical regulation will be carried out in accordance with previously approved plans.

Along with this, the most important area of work of the joint Committee will be to summarize and implement proposals in the field of industrial policy. Within the framework of the Russian Union of Industrialists and Entrepreneurs professional basic study of industry issues is carried out by specialized committees and industry commissions.

New combined Committee should not duplicate, but effectively complement this work, promote the formation and systematic maintenance of its priority areas and accents in the interests of Russian business as a whole.

The Committee should act as a unifying center and an effective platform for dialogue and new formats of interaction between industry commissions and committees of the Russian Union of Industrialists and Entrepreneurs, Ministry of industry and trade, Ministry of economic development, Governments of the Russian Federation, Administration of the President of the Russian Federation. His role in implementing of the national development goals Russian Federation Russian Federation for the period up to 2030.

The supposed radical and essentially revolutionary changes in energy, transport, and agriculture, the development of productive forces, and integration into the global economy are impossible without the transition of industrial production to a new technological order.

Industrial development issues should be closely linked to the strategy of technological development and become the basis for accelerated development of energy, transport, communications, agriculture, etc .

Major developed countries have large-scale industrial transition programs for the 4th industrial revolution. For example, in Germany , such a program is called "Industrie 4.0".It is a system of interaction between machines (equipment) and industrial processes using information and communication technologies.

Russia does not yet have a program of this level. In case of our further lag (and now it is 7 years old), we simply run the risk of not having time to switch to technologies that will meet the same requirements. The 4th industrial revolution.

The time is not yet lost, and there is a very real chance to catch up (and overtake) the leading countries in the field of similar platforms, if we immediately start implementing them.

"Among the obvious tasks of the United I would like to highlight the monitoring of the development of the national and global market of industrial, scientific and technological innovations, achievements and trends in the development of international standardization, participation in events of related public and government organizations that affect issues of industrial policy, standardization and technical regulation. Of course, the Committee's work agenda should also include the preparation of proposals to management Russian Union of Industrialists and entrepreneurs on the issues of rule-making and law enforcement, including in the field of technical regulation and standardization, concerning the promotion of digital modernization of industrial enterprises, " said  Dmitry Pumpyanskiy.

A separate block of the new Committee's systematic activities is the work on the EAEU issues. Directions are to be determined in the Russian Union of Industrialists and entrepreneurs with the participation of all interested parties. But among the current key "Eurasian" topics, we can already distinguish: the development of internal industrial cooperation in the EAEU and approaches to a single industrial policy, digitalization of industry, synchronization of technical regulation, standardization and conformity assessment, the fight against counterfeiting , etc.

"In our work, we plan to rely on a highly professional team of experts. Committee that will include current employees of the Committee on industrial policy and the committee for technical regulation, standardization and conformity assessment, as well as a number of new ones,  who, I hope, will seriously strengthen our team, " - is sure Dmitry Pumpyanskiy.

The speaker informed the participants of the meeting  that the Deputy co-chairs Members of the Committee on industrial policy and technical regulation have been appointed V. D. Rudashevsky and A. N. Lotsmanov.

In conclusion  D. A. Pumpyanskiy stressed that the Committee is ready to work closely with all interested state authorities, committees, commissions and regional branches of the Russian Union of Industrialists and Entrepreneurs."I am confident that combining our competencies will only increase efficiency and strengthen the Union's expert base, " - he said.

At the meeting the speaker was Deputy state Secretary Minister of economic development of the Russian Federation Russian Federation Alexey Khersontsev. In his speech, he paid special attention to the work on changing of administrative procedures for the construction of industrial facilities.The rapporteur expressed confidence that the Committee he Russian Union of Industrialists and entrepreneurs for industrial policy and technical regulation will continue to work actively in this direction.

The report "Primary tasks of industrial policy in the Russian Federation" Russian Federation was done by Vasily Osmakov, Deputy Minister of industry and trade of the Russian Federation.

Alexey Besprozvannykh, Deputy Minister of industry and trade Russian Federation, in his speech emphasized the role of technical regulation as an important part of the industrial policy.

Vladimir Seleznev – First Deputy Chairman of the Committee on energy of State-owned company of the Duma of the Russian Federation expressed the hope that the Committee on industrial policy and technical regulation will pay attention in its work to solving topical issues of the electric power sector, which has a great influence on the state industrial policy of the Russian Federation.

In his speech at the meeting Head of Rosstandart Anton Shalaev noted that Rosstandart and the Russian Union of Industrialists and Entrepreneurs are linked by many years of effective cooperation. He highlighted the effectiveness of cooperation in the field of standardization, which is a comprehensive tool for implementing an effective industrial policy, strengthening the national quality infrastructure for further integration with global markets. It is the effective application of standards that contribute to the introduction of new innovative products to the market, contributes to the development of the market, increase the number of new products.

"In recent years, experts of the Russian Union of Industrialists and Entrepreneurs actively participated in the implementation of all standardization initiatives. First of all, it is, of course, preparation in the developingb of Federal law " On standardization in the Russian Federation", as well as constant joint work with Rosstandart to inform about the practice of applying this law.

Ministry of industry and trade of Russia together with Rosstandart, with the direct participation of experts from the Russian Union of Industrialists and Entrepreneurs has developed an Action plan for the development of standardization. This is the main strategic document for the period up to 2027," - the speaker noted.

Anton Shalaev gave a number of figures indicating positive trends in the development of standardization in our country. By the end of 2020 , 49% of all approved standards were developed without attracting budget funds, at the expense of companies. This is an unprecedented high rate. It shows the great interest of business in modern, effective standards.

Based on the results of last year, the average of the standard development period was 9.2 months. Eight years ago, this figure was almost three years. Currently in Germany  it takes an average of 12.5 months to develop a standard. France - about14 months.

"Of course, the digital transformation processes contributed to the achievement of such indicators. But first of all , this is the result of the joint work of industry and regulators, Federal executive authorities, and industrial enterprises," the speaker noted.

To date, 18 state programs contain sections on standardization. The use of standardization tools is also provided for in the Frontal strategy of socio-economic development.

"We very much hope that the standardization initiatives launched by the Russian Union of Industrialists and Entrepreneurs will continue to be actively considered and implemented for the benefit of our country's industrial growth," - concluded Anton  Shalaev.

Participants of the meeting were also welcomed Director of the Department of industry of the Governments of the Russian Federation Konstantin Lysogorsky, who wished to the RSPP Committee of the industrial policy the well-coordinated and efficient work.
