September 16-18 in Seoul were 38th ISO General Assembly, within the framework of which had been held 98th ISO Council meeting.

The event was attended by more than 600 delegates from 163 countries. The Russian delegation to the Assembly were headed by Alexey Abramov  head of Rosstandart.  One of the member of the delegation was First Vice-Chairman of the RUIE Committee on technical regulation, standardization and conformity assessment  Andrey Lotsmanov.

The members of the Council considered a number of strategic aspects of ISO's activities, arrangements and block of  financial issues. The first cluster was devoted to the implementation of the strategy of the Organization in 2015 and to the plan of activities for 2016. The representatives of the Standing Committee responsible for strategy and policy submitted proposals on all 10-minute key priorities areas concerning the results and prospects of ISO's activities in the coming year.

The representatives of the Russian delegation have caused particular concern to separate ISO technical committees about the limitation of the participation of Russian experts in the development of international standards.

From February 2015 the interaction between Russian and international experts become complicated in oil and gas sector, in particular in specialized technical Committee ISO/TC 67 “Materials, equipment and offshore structures for petroleum, petrochemical and natural gas industries”.

Problems arose after  IOGP (International Organization of oil and gas producers) decision to  limit the participation of Russian experts  in ISO/TC 67 works regarding the sanctions regime.

Attempts to exclude Russian experts from the process of developing  of standards, limiting their access to documents on development of standards and  stop their participation in the meetings of the joint working groups.

After the  treatment of  Rosstandart  to ISO Leadership  in June 2015in Oslo took place the meeting  of representatives of ISO/TC 67, IOGP and Russian experts,  on which were agreed new rules for document exchange in the development of ISO standards. However, Russian experts still  do not allow to participate ine meetings of the working groups of ISO/TC 67.

This issue has been discussed on the Forum "INNOPROM-2015"  during the session on the issues of technical regulation and standardization. The Chairman of the RUIE  Committee on technical regulation, standardization and conformity assessment Dmitry Pumpyanskiy  arose this issue to the ISO President Dr. Zhan Xiaogan  and IEC President  Dr. Junji Nomurf and enlisted their support.

The proactive approach to protect the interests of Russian industry in this matter  was taken by Rosstandard. Speaking at the  ISO Council Alexey Abramov paid particular attention to the problem, stressing  the inadmissibility of any restrictions of admission of Russian specialists in the work of the technical committees.  Such actions are contrary to the basic principles of  ISO.

As the result  Technical Management Board of ISO (to which at the  Assembly was elected the Deputy head of Rosstandart Mr.  Alexander Zazhigalkin) , adopted the resolution condemning attempts to limit of the participation of experts from ISO member -countries in the development of international standards. ISO/TMB resolution will be sent to the Secretariat of ISO/TC 67.

Among  other important issues that were discussed at  ISO General Assembly  it is necessary  to highlight issues related with education and training of specialists in the field of standardization.

At one of the sessions were presented interesting, instructive facts. In Indonesia, for example, has recently adopted a law on standardization, which regulates the including to the education programs the course on standardization.

In Iran the standardization issues are integrated in some subjects of the school curriculum and necessarily taught in High Institutions. Annual Conference on standardization for high school students and students competitions abstracts on questions of standardization.

Technical universities in China have the required course for 32 hours devoted to standardization, conformity assessment and metrology.

In many countries education in the field of standardization is required and this issue is being addressed at the State level.

Issue  of training in standardization has been the topic of several conferences held by the RUIE Committee. One of them was conducted together with the Ural Federal University  in order to identify the needs of specialists in the sphere of technical regulation.

86% of respondents noted that  at the labor market is currently difficult to find  the specialists on technical regulation and standardization.

The RUIE Committee jointly with the Ministry of industry and Rosstandart has developed a number of specific proposals. In particular it is advisable to include in Federal State educational standards of undergraduate level for technical and economic directions the required (Basic) course on technical regulation and standardization. There is an obvious need to encourage high educational institutions to include such discipline in the not mandatory part of the curriculum (compulsory or optional course), as well as enable preparation  the discipline "Standardization and Metrology" and "Quality management" as priorities.

Section on education and training must occupy a special place in general terms the implementation of the law "On Standardization". The use of world experience presented at the ISO General Assembly  can certainly be very helpful in this regard.

The next meeting of  ISO Council is scheduled  to March 16-17 next year in Geneva (Switzerland).
