October 13, 2015 in Harbin (China) during the second Chinese-Russian EXPO held under the slogan "One zone is one way", took place Chinese-Russian seminar on cooperation in the sphere of technical regulation.
The seminar was organized by Rosstandart with the support of the RSPP Committee on technical regulation, standardization and conformity assessment. Chinese partner for the seminar became General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ).
Before the seminar was the meeting between the head of the General Administration of Quality Supervision, Inspection and Quarantine of the PRC Mr. Sun Dawey with representatives of the Russian delegation. They discussed the development of cooperation between China and Russia in the field of technical regulation, standardization and conformity assessment.
The seminar was attended by officials, representatives of academic institutions, large enterprises. More than 100 people were there, that indicates a high interest to the raised at the event issues.
The meeting was opened by Mr. Zhuy Feng Head of Heilongjiang Administration of inspection and quarantine who noted the significance of the seminar for Russian and Chinese sides, as many major bilateral projects cannot be realized without approximation of the regulatory framework.
On behalf of Rosstandart the guest welcomed K. Mikhailov, head of the Office of administrative work and external relations of Rosstandrt. He praised the level of the event organization, the relevance of the proposed discussion.
In his introductory remarks First Deputy Chairman of the Committee on technical regulation, standardization and conformity assessment, the President of technical regulation and standardization Council under Russian Ministry of industry and trade A. Lotsmanov noted the importance of the participation of industry in the process of developing of standards.
In his speech at the seminar Ms. Wang Cheng, Deputy Head of the Department for international cooperation of Administration for Standardization of China described the development of standardization in China and Chinese-Russian cooperation in the field of standardization, stressing the importance of the participation of the industry of two countries in joint work on standards at the level of ISO and IEC.
Ms. Jiao Tung, head of testing laboratory under national authority for the certification of China in his speech dwelled on the problems of certification and inspection policies in China, as well as the prospects for Chinese-Russian cooperation and mutual recognition of the results of laboratory tests in the oil and gas sector.
Continuing the theme of cooperation in the field of inspection, Mr. Zhang Hong, head of the quarantine and inspection of Liaoning province, focused on the development of trade and economic relations at the regional level. The importance of the development of such cooperation from the point of view of the rapporteur is that regional cooperation represents the platform that enables to develop specific solutions, testing them in practice.
The Director of the Bureau of Heilongjiang for quarantine inspection management Mr. Xu Ying talked about principles of certification in China, as well as the opportunities and prospects for formation of a mechanism for mutual recognition of test results.
Informative and interesting were reports of the members of the Russian delegation.
K. Mikhailov in his statement highlighted the main provisions of the Federal law "On Standardization" in the Russian Federation".
The theme of the speeches of A.Lotsmanov became the possibilities for development of the processes of technical regulation, standardization which give the active participation of industry in the process. RSPP Committee has extensive experience of organization of interaction in the sphere of technical regulation of the representatives of Russian industry with their counterparts in foreign countries. This factor may play an important role in the approximation of regulatory systems between EAEU and PRC. Rapporteur noted the possibility of establishing of a joint working group on technical regulation on the platform of the BRICS and within the framework of the Business Council of the Eurasian Economic Union.
N.Makarov Director of Nizhny Novgorod branch of the Academy of standardization, metrology and certification, told of training in the field of quality management systems in the Russian Federation.
N.Volkova, Director of the NCC "Control and Testing”, expert of WP 6 of UN/ECE in her report briefed the Chinese colleagues about the accreditation system in the Russian Federation, the rules and principles governing implementation of checks and controls on oil and gas installations.
The issues of development of bilateral Russian-Chinese relations in the field of technical regulation, raised at the seminar largely became a continuation of the discussion of the issues raised at the open session on “Best practices in the use of international standards for the development of industrial production. Prospects of international standardization” (INNOPROM-2015), as well as the 13-th meeting of the Ongoing Russian-Chinese working group on standardization, metrology, certification and inspection control.
Discussion on development cooperation between two countries in the sphere of technical regulation, standardization and conformity assessment with the participation of industry representatives will continue during the third Russian-Chinese EXPO in 2016.
