The event was organized by the RSPP Committee on technical regulation, standardization and conformity assessment and Federal agency on technical regulation and metrology. The Conference was held with the support of the Governor of St. Petersburg, Eurasian Economic Commission, Ministry of industry and trade of Russia, “Test-St.Petersburg” and information network “Tekhexpert”.
The Conference was held at the site of the company “Power machines”. And it is not by coincidence because the main purpose of the event is to explain to the industry’s representatives and industrial workers the great possibilities offered by the law “On standardization in the Russian Federation” in resolving issues of the withdrawal of innovations into the market, import substitution, as well as effectively combating illicit trafficking of industrial products.
Relevance of proposed issues identified the great interest to this event. To participate in the Conference in St. Petersburg arrived managers and leading specialists of ministries and departments of the Eurasian Economic Commission and the biggest Russian enterprises and scientific organizations, leading experts. In total the event was attended by over then 400 people from forty Russian cities: from Kaliningrad to Abakan, from Murmansk to Simferopol.

At the plenary meeting statements were made by: V.N. Koreshkov-member (Minister) for technical regulation of the Eurasian Economic Commission, A.V. Abramov-head of Federal Agency on technical regulation and metrology, S.V. Shipov-head of the Federal service for accreditation, K.V. Leonidov-Director of the department on State policy in the sphere of technical regulation and uniformity of measurements of the Ministry of industry and trade and A.N. Lotsmanov-first Deputy Chairman of the RSPP Committee on technical regulation, standardization and conformity assessment activities, the President of technical regulation and standardization in Ministry of industry and trade of Russia.
The focus of the Conference took the discussion on practical application of the Federal law “On standardization in the Russian Federation”. The law opens up new possibilities for the industry and will greatly simplify, optimize the system of technical regulation and processes of establishing of mandatory security requirements through references to standards. Rules of this legislation act are targeting to protect domestic producers, improve the quality and safety of products, as well as comply with the approaches adopted in the European Union and the International Organization for Standardization (ISO). Make the best use of the possibilities offered by the law for the development of the economy as a whole and of each enterprise in particular is one of the most topical today.
Thorough analysis of the law “On standardization in the Russian Federation” was given in the report of A.V. Abramov, his deputies A.V. Zazhigalkin and A.V. Kuleshov, Chief of technical regulation and standardization department of Rosstandart A.N. Barykin. In their speeches was told about various aspects of its application, the promotion of industry participation in standardization, about the work leads by Rosstandard to subsidize the development of standards. The informational support of the Russian standardisation system was covered by V.A. Vitushkin- acting General Director of FSUE “Russian scientific and technical information centre for standardization, metrology and conformity assessment”.
Director of Regulatory impact assessment department of Ministry of economic development V.A. Zhivulin told in his report about the interaction of the Ministry with the expert’s community and with federal authorities in carrying out the procedure for the assessment of regulatory impacts what leads the Ministry to take into account the views of the expert community.
In the agenda were also included issues related with the development of the system of technical regulation of the Eurasian Economic Union, influence on the processes of standardization of import substitution. Designing requirements for accredited certification bodies and test laboratories, practice standards during regulatory activities, progress and prospects of handbooks on best available technology as a new type of standardized documents, and other issues.
Among the speakers are many famous specialists, experts, and representatives of industrial enterprises.
Speakers of the Conference answered numerous questions from the participants. These included, notably, the practical aspects of the application of the law “On Standardization” in the Russian Federation and came into force on technical regulations of Eurasian Economic Union, other legal documents regulating the scope of standardisation, accreditation, conformity assessment.
Conference in St. Petersburg was the first event of a series of conferences dedicated to the theme “Standardization, accreditation and conformity assessment: new legislation and law enforcement practice”. These conferences are organized by RSPP Committee jointly with Rosstandart and aimed primarily to clarifying for the representatives of industry issues related with practical implementation of the law “On standardization in the Russian Federation”.
