Standardization as a tool for conjugating the integration processes of the EAEU and the CIS

On June 20-21, Minsk hosted the events of the 65th meeting of the Interstate Council for Standardization, Metrology and Certification of the CIS countries.

The program was opened by the international conference "Commonwealth with a Quality Mark", dedicated to discussing topical issues in the field of improving the quality and competitiveness of products and services, staff training, and the exchange of practical experience and knowledge. The main topic of the presentations was the role of the MGS in the development of quality infrastructure in the Eurasian region. Special attention was paid to interstate standardization as a tool for interfacing the integration processes of the EAEU and the CIS.

The speakers were heads and specialists of relevant structures of Belarus, the Russian Federation, Tajikistan, as well as the Executive Committee of the CIS, the Eurasian Economic Commission.

Valentin Tataritsky, Minister for Technical Regulation of the Eurasian Economic Commission, spoke about the role of interstate standardization in creating a safe environment and removing technical barriers to trade in the Eurasian space.

In particular, he noted that "interstate standards (GOST) are the most important tool for creating a safe environment, solving a wide range of tasks of industrial cooperation and developing export potential, as well as removing technical barriers to trade in the Eurasian space. Through standards, in particular international ones, we can speak with other integration associations, and this language of communication is clear to everyone."

Valentin Tataritsky stressed the importance of maintaining the requirements of standards, especially interstate ones, at the proper level. To find out what updates are needed, the EAEU will regularly evaluate the scientific and technical level of the technical regulations and lists of standards for them that have entered into force. Moreover, it is planned to do this without fail. The Commission has already prepared a draft assessment for the period from 2025 to 2029 and provides for work on 25 technical regulations of the Union.

Speaking at the plenary session of the International Conference "Commonwealth with a Quality Mark", Anton Shalaev, Head of Rosstandart, spoke about the development of quality infrastructure in the Russian Federation, focusing, in particular, on the key trends in the development of standardization in Russia. These include the active business initiatives to develop standards, their accessibility and minimum development time, as well as the emergence of new GOST standards in response to current public demands.

Andrey Lotsmanov, Deputy Chairman of the Russian Union of Industrialists and Entrepreneurs Committee on Technical Regulation, Chairman of the Council for Technical Regulation and Standardization under the Ministry of Industry and Trade of the Russian Federation, took part in the conference. He made a presentation on "The role of technical regulation and standardization in achieving Russia's technological sovereignty."

The Deputy Chairman of the Russian Union of Industrialists and Entrepreneurs Committee cited the metallurgical industry as an example of the effective use of standardization tools to increase the competitiveness of products. The development of production according to foreign standards has allowed for the modernization of the Russian ferrous metallurgy, including the pipe industry. In particular, during the period from 2000 to 2016, the production capacity of the Russian pipe industry increased from 9 to more than 23 million tons per year. Total investments in development amounted to 470 billion rubles. The share of high-tech products in the total output has increased significantly. As a result, the Russian pipe industry has made a technological breakthrough, and Russia's complete independence from imports has been ensured.

Using the example of the work of a number of technical committees, the speaker analyzed the role of standardization in market conquest. He also highlighted the development of standards for the digital industry as the most important task of today.

Andrey Lotsmanov spoke about the work of the Coordinating Council of the Chairmen of National and Interstate Technical Committees for Standardization in the Field of Digital Development (KSSCR), established under the Committee of the Russian Union of Industrialists and Entrepreneurs. Its task is to consolidate the activities of 16 technical committees for standardization in order to develop standards in the field of digital transformation.

The key event of the first day was the awarding ceremony for the winners of the 2023 CIS Award for achievements in the field of product and service quality.

On June 21, the 65th meeting of the MGS was held on topical issues in the field of interstate standardization, metrology, conformity assessment, and accreditation.

The program of the meeting included consideration of more than three dozen issues relevant to ensuring the safety and quality of products, the development of trade and economic cooperation and the strengthening of industrial and technical ties in the Commonwealth.

Among the main topics of the meeting are the adoption, cancellation and restoration of interstate standards, the formation of new interstate technical committees for standardization, as well as the implementation of a program for the creation and application of interstate standard samples of the composition and properties of substances and materials for 2021-2025. The meeting participants discussed the activities of the basic organization of the CIS member states for training, professional retraining, and advanced training in the field of standardization, metrology, quality management, and conformity assessment.

In his speech at the meeting, Andrey Lotsmanov spoke about the dynamics of the development of national and interstate standards in Russia, emphasizing the active participation of industry in standardization processes. So, last year, out of 1,706 adopted standards, 897 (52.6%) were developed using industry funds.

At the same time, as the speaker noted, standards are playing an increasingly important role in the development of the country's economy. Currently, more than 400 regulatory legal documents contain references to more than 2,000 standards. More than 71% of descriptions of objects in public procurement contain references to standards.

At the 65th meeting of the MGS, more than 200 new GOST standards and regulations were adopted. Decisions were also taken to establish two new interstate technical committees for standardization "Pipes, fittings and other plastic products and test methods" and "Hydrogen Technologies".

A number of bilateral meetings were held on the sidelines of the meeting to discuss areas of cooperation. They were conducted by the national authorities and organizations of Belarus, Azerbaijan, Uzbekistan and Russia. Gosstandart of Belarus and Rosstandart have signed a plan for cooperation between organizations on technical regulation and metrology for 2024-2025.

During the meeting, it was noted that today it is especially important that the national bodies for standardization, metrology and certification step up their activities to implement the strategy for the development of the ISS for the period up to 2030 and accelerate their work to improve the barrier-free environment in the CIS.
