On July 10, 2024, an open session "Standardization as a basis for technological independence" was held at the Innoprom Forum. The event was organized by the Russian Union of Industrialists and Entrepreneurs Committee on Technical Regulation with the support of the Techexpert information network and RIA Standards and Quality.
The session was attended by representatives of the leadership of the Ministry of Construction, Rosstandart, experts from business communities, industrial enterprises and public organizations.
Issues related to the implementation of state policy in the field of standardization and improvement of regulatory documentation in construction were discussed. The speakers discussed the tasks of standardization in the development of the metallurgical complex, trends in the development of standardization for the digitalization of industry.
The event was led by Andrey Lotsmanov, Deputy Chairman of the Russian Union of Industrialists and Entrepreneurs Committee on Technical Regulation, Chairman of the Council for Technical Regulation and Standardization at the Ministry of Industry and Trade of the Russian Federation. He read out a greeting addressed to the participants and organizers of the event by the President of the Russian Union of Industrialists and Entrepreneurs, Alexander Shokhin. In particular, it is noted that "in the context of unprecedented external pressure on Russia and taking into account the need to ensure the technological independence and sovereignty of our country, it is necessary to step up efforts to replace foreign standards with national ones and harmonize them with the best international practices. It is necessary to ensure the priority development of standards in the field of information technology and the digital sphere, and to accelerate the transition to machine-readable standards. This is the only way we can ensure the technological independence of key sectors of the economy and increase the competitiveness of Russian goods and services."
Anton Shalaev, Head of Rosstandart, in his report opening the session program, noted: "We see the practical contribution that standardization tools can make to achieving technological leadership – one of the new national development goals of the Russian Federation, defined by the so–called "new May decree" of the President of the Russian Federation - which is why new national projects are now developing measures or indicators related to the development and application of standards."
The speaker focused on key trends in the development of standardization, including the deployment of so–called "advanced standardization" in a wide range of areas, increasing the openness of standardization work - for example, last year Rosstandart provided open access to standards in the fields of artificial intelligence and information security, as well as active business initiatives to develop standards, their availability and minimum development time.
The head of Rosstandart paid special attention to the processes of digital transformation of the national standardization system, emphasizing that an important step in this direction is the further development of FGIS Beresta related to its integration with the State Information System of Industry.
Anton Shalaev noted the contribution of the experts of the Russian Union of Industrialists and Entrepreneurs Committee in the work on the Beresta 2 project and invited them to further participate in this work together with Rosstandart specialists.
It was also noted that an important area of standardization development is cooperation in this area both on the platforms of international integration associations such as the Eurasian Economic Union and BRICS, as well as bilateral cooperation with a number of countries.
In his speech, Deputy Minister of Construction and Housing and Communal Services Sergey Muzychenko noted that standards play a key role in construction. "No facility, no building can be built with high quality without applying standards. In recent years, with the support of the Ministry of Industry and Trade, Rosstandart, and the Russian Union of Industrialists and Entrepreneurs, work on updating the standards fund in construction has been actively underway." He also said that the third Roadmap for cooperation between the Ministry of Construction and the Russian Union of Industrialists and Entrepreneurs will be signed in the very near future.
The topic of digitalization and technological leadership was continued in the report of Alexey Borovkov, Vice-rector for Digital Transformation of Peter the Great St. Petersburg Polytechnic University, who spoke about the practical experience of applying the world's first standard in the field of digital product twins - GOST R 57700.37-2021.
Andrey Lotsmanov made a presentation on "The role of technical regulation and standardization in achieving Russia's technological sovereignty." He spoke about the long-term joint work of the Ministry of Industry and Trade, Rosstandart, and the Russian Union of Industrialists and Entrepreneurs Committee on Technical Regulation to improve the standardization system in the country. It was this work that became the basis for using standardization tools to achieve the technological sovereignty of the country.
Using concrete examples from the practice of companies in the metallurgical complex and the pipe industry, Andrey Lotsmanov showed the great importance of using standardization tools to master the production of competitive products, which is the basis for the technological sovereignty of the industry.
Speaking about the work of TC 023 "Oil and Gas Industry", Andrey Lotsmanov showed the great role of technical committees for standardization in the development of specific industries. Today, TC 023 is actually an industry standardization system that ensures the sustainable development of the industry in the face of sanctions.
He also noted that today the Committee, together with Rosstandart, Gazprom, Rosatom, and major metallurgical companies, is working on the reorganization of TC 364 Welding and Related Processes. The purpose of this work is to provide industry with standards for modern types of welding – laser welding, electron beam welding, as well as equipment and materials for new welding technologies. The new composition of the technical committee should address these issues in the interests of enterprises in various industries. The development of new types of welding will help ensure Russia's technological sovereignty in various areas of production.
Andrey Lotsmanov is confident that in the years since the entry into force of the Federal Law "On Standardization in the Russian Federation", the importance of standards has increased significantly. The use of references to standards made it possible to quickly and efficiently resolve security issues. The standards have become in demand in public procurement. The development of national standardization served as the basis for the implementation of the import substitution program and increased exports.
Sergey Khvoinsky, adviser to the director of FAA "FTS", in his speech focused on the issues of the formation of the Register of Requirements by the Ministry of Construction, a mechanism that will contribute to the digitalization of the construction industry.
Special attention at the session was paid to the issues of standardization in the metallurgical complex of the country. Vyacheslav Popkov, General Director of RNK LLC, delivered a report on the Need for standardization in the market of flat rolled products made of stainless and special grades of steel in the Russian Federation. He presented a project for the construction of a modern complex for the production of flat rolled products from stainless and corrosion-resistant steel grades. According to the RNC CEO, the main goal of the project is to provide key sectors of the Russian economy with high-quality domestic products.
Vyacheslav Popkov noted: "Russian manufacturers are actively entering new markets, mastering advanced technologies, requesting new materials with new properties – this is a key condition for effective work. This situation requires a completely different approach to metal quality, vintage grade, and certification."
The topic of the speech by Viktor Semenov, General Director of the SSC FSUE TSNIICHERMET named after I.P. Bardin, is "Solving standardization problems for the development of the metallurgical complex."
During the session, the Russian Stainless Company, Rosstandart, the Russian Union of Industrialists and Entrepreneurs Committee for Technical Regulation and the I.P. Bardin Central Research Institute of Ferrous Metallurgy signed an agreement on cooperation in developing standards for stainless and special steels and alloys.
The document was signed by Vyacheslav Popkov, General Director of RNK, Anton Shalaev, Head of Rosstandart, Andrey Lotsmanov, Deputy Chairman of the Russian Union of Industrialists and Entrepreneurs Committee on Technical Regulation, and Viktor Semenov, General Director of the I.P. Bardin Central Research Institute of Computer Science and Technology. The partners will jointly develop standardization documents necessary to stimulate the introduction of stainless steel and its products.
Denis Pavlov, Director of the Department of Technical Regulation of the State Corporation Rosatom, spoke at the session about the development and application of standards to ensure technological leadership in the nuclear industry.
Denis Kononchuk, First Deputy General Director of RT-Techpriemka JSC, made a presentation on "Using standardization mechanisms to counteract the use of counterfeit and falsified products in the production process."
Olga Denisova, Deputy Chairman of PTK 711 for International Work, made a presentation on "Machine-readable standards. Global development trends". She spoke about the experience of developing SMART standards abroad and in Russia.
Commenting on this speech, Anton Shalaev stressed that exactly three years ago, during the Innoprom forum, at the initiative of the Russian Union of Industrialists and Entrepreneurs, it was decided to create PTK 711. At that time, there were no technical committees for SMART standards anywhere in the world. In 2023, this project technical committee has already issued the first standard and is currently working on the development of four more standards from this series. Russia is an undisputed leader in this extremely promising area of standardization.
