The outcomes of the Forum «System of technical regulation in EAEU: digital challenges and global opportunities»

March 12, 2019 in the framework of the «Russian Business Week» was held the Forum «System of technical regulation in EAEU: digital challenges and global opportunities». The event was prepared by RSPP Committee on technical regulation, standardization and conformity assessment.

Opening the Forum the moderator of the event the first Vice-Chairman of RSPP Committee on technical regulation, standardization and conformity assessment Andrey Lotsmanov noted:

«On the eve of the Russian Business Week  RSPP Committee organized  a number of major events, during which many important issues were discussed in details. In particular, February 18, together with mirror committees of the Russian Trade Chamber and  Business Russia was held the conference on the problems in the  Eurasian Economic Union in the sphere of technical regulation. In the event participated a Board member (Minister) for technical regulation of the Eurasian Economic Commission Viktor  Nazarenko.  Today he also will talk about the position of the Eurasian Economic Commission on a number of topical issues.

March 11 at the Russian  Technological  University (MIREA) was held the traditional (already 9th) conference  «IT-standard».  The Conference brought together IT-professionals form the leading Russian companies and authorities. It is important that  at this last event and at our  event today as well there is the representative delegation from Germany.

Before the Forum was the meeting of the Council on technical regulation and standardization for the digital economy established by the RSPP Committee  and the German Business Association of  Eastern economy.  Issues discussed at these events are included in the agenda of today's Forum».

As noted in his welcoming remarks the Executive Vice President of RSPP Viktor Cherepov, the organizer of the Forum (RSPP Committee on technical regulation, standardization and conformity assessment) for over then 15 years is one of the most active working bodies inside the RSPP. At the same time the Committee actively interacts with standardization bodies, expert community of the EU, the United States and China, has the activities within the EAEU that allows to create the Common market of the Eurasian Union, engage there any other states.

Greetings to the participants of the Forum on behalf of the Russian Ministry of industry and trade announced the Deputy Director of the department of state policy in the field of technical regulation, standardization and uniformity of measurements David Gogotishvili.

The presentation on the experience of German industry in developing of standards for Industry 4.0, was made by the Director for technical regulation and standardization of Siemens AG Markus Reigl. Describing the details about the main directions of this activity and achievements, he invited colleagues representing the RSPP, visit an exhibition in April in Hannover, where they will have the possibility to learn more about the practical results of activities of German industry on this topic.

Board member (Minister) for technical regulation of the Eurasian Economic Commission Viktor Nazarenko focused in his speech the attention of the audience on establishing of the common requirements in mutual trade, indicated the main objectives for the formation of common technical legislation, accreditation and conformity assessment.  He has also examined a number of existing problems in the sphere of technical regulation within  the EAEU that emerged during the legislation practice, he also considered ways to resolve them.

Anton Shalaev  who is the Deputy head of Rosstandart in his speech at the Forum noted that the key activities for building the future standardization are the forming a library of standardization documents in machine readable format, digitalization processes and formation of the expert standard development ecosystem with the industry (corporate) and international standardization systems. The rapporteur also reviewed the targets and indicators of standardization development in Russia, present the information on the basics of applied  integrated approach to the development of the foundations for standardization.

Aleksey Khersontsev, head of Rosaccreditation in a substantive report informed in details  about the role of accreditation and conformity assessment in the economics of digital platforms. He also analyzed the most sensitive problems in the sphere of accreditation, conformity assessment, presented the work of Rosaccreditation to counter market penetration quickie, forged certificates of conformity, improvement of testing laboratories.

The Forum was attended by Mikhail Orlov, Deputy Head Of Rospotrebnadzor, Alexander Kharlap, Chairman of the Republican Association of industrial enterprises «BelAPP» (Republic of Belarus), Eugeny Bolgert, Deputy Chairman of the National Chamber of Entrepreneurs of the Republic of Kazakhstan («Atameken»), Sergey Guree, head of the Department of capital construction of  PJSC «Gazpromneft». 

The main directions and prospects for the work of the Council for technical regulation and standardization for digital economy of RSPP Committee and German Business Association for  Eastern  economy were highlighted in the speeches of  Jens Boehlmann,  head of  the bureau of small and medium enterprises of the German Business Association for  Eastern  economy and Benjamin Oppermann, head of product security of SMS Group.

Cooperation between Russia and Germany for «Industry 4.0», esteblishing of the digital economy in recent years is particularly successful. Last year at the Forum «Innoprom» was signed the Memorandum on cooperation in the field of technical regulation, standardization and conformity assessment between RSPP and the German Business Association for  Eastern  economy. 

In the frameworks of this cooperation has been created and successfully operates the Council on technical regulation and standardization for the digital economy.   Are developed similar approaches to the use of digital technologies in standardization, Russian experts participated in German program «Industry 4.0». To date are defined the main directions of activities, working groups have been formed. 

Cooperation and exchange of information, interaction in the framework of the above-mentioned Council, could become the basis for the creation of Russian platform, mired for  Industry 4.0, it will consciously develop the national and interstate IT standardization in order to ensure the interoperability of automated control systems and information systems, as interministerial systems of the Russian Federation, as well as to ensure the interaction on the interstate and international level.

The Forum participants discussed the current state and prospects of development of the system of technical regulation of the Eurasian Economic Union based on the development of the digitalization process of the economy, considered issues related to the adoption of the  “Concept of development of standardization in the Russian Federation for the period up to 2027”. The status of the implementation of the sectoral system of voluntary certification of oil and gas industry and other industries, the necessity to enhance the responsibility of accredited conformity assessment bodies, authorized representatives foreign manufacturers were discussed.

The Forum’s participants unanimously approved a draft of the Resolution containing a number of concrete proposals to the Government of the Russian Federation, the Eurasian Economic Commission, a number of ministries and agencies. 

In particular they recommend to Russian Ministry of Industry and Trade, Russian Ministry of Communications, Russian Ministry of  Economic Development within the framework of the realization of the state program «Digital Economy» to create  national platform, similar to the best foreign analogues as «Industry 4.0».
