XVII Neftegazstandart Conference was held in Volgograd

On October 18-20, 2023, the XVII Neftegazstandart conference was held in Volgograd, which is the most authoritative discussion platform for specialists of the Russian oil and gas complex and related industries on topical issues in the field of standardization and technical regulation.

The conference was organized by the RSPP Committee on Industrial Policy and Technical Regulation, the Technical Committee for Standardization TC 023 "Oil and Gas Industry", PJSC Gazprom, the Administration of the Volgograd Region, the Intersectoral Council for Standardization and Technical Regulation in the Oil and Gas Complex.

The conference participants focused on the current state of the system of technical regulation and standardization and its role in the development of the Eurasian economic integration, the activities of technical standardization committees for the development of standards for the oil and gas complex. On the agenda is a discussion of measures to overcome the consequences of the sanctions regime, the role of technical regulation and standardization in the development of cooperation between Russia and the EAEU with China and the BRICS countries, the SCO.

The event was moderated by Gennady Shmal, President of the Union of Oil and Gas Industrialists of Russia, Chairman of the Intersectoral Council for Technical Regulation and Standardization in the Oil and Gas Complex of Russia and Andrey Lotsmanov, Deputy Co-Chairman of the RSPP Committee on Industrial Policy and Technical Regulation, Chairman of the Council for Technical Regulation and Standardization under the Ministry of Industry and Trade of Russia.

The conference participants were welcomed by Oleg Aksyutin, Deputy Chairman of the Management Board – Head of the Gazprom PJSC Department, Chairman of the Technical Committee for Standardization TC 023 "Oil and Gas Industry".

He noted that in recent years, the Russian oil and gas complex has faced serious challenges, in particular, due to sanctions pressure. But despite this, the industry has demonstrated resilience, the ability to adapt, while maintaining its strategic importance for the country's economy. In this situation, standards play a crucial role, being a key mechanism for the unification of requirements and consolidation of resources.

"For us, standards are a very important tool for managing technological development and introducing innovations," Oleg Aksyutin stressed.

Greetings were delivered by Genady Shmal, Deputy Governor of the Volgograd Region Oleg Nikolaev, Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan Kuanysh Yelikbayev, Head of the Department for Supervision of Oil and Gas Facilities of Rostechnadzor Yuri Nesterov.

Andrey Lotsmanov read out a welcome address to the participants of the conference by the President of the Russian Union of Industrialists and Entrepreneurs Alexander Shokhin.

Anton Shalaev, Head of the Federal Agency for Technical Regulation and Metrology, noted that "the Neftegazstandart conference is an example of the sectoral development of the standardization system, the widest possible discussion of issues related to standardization, technical regulation. I would very much like such events to be held in all sectors, which would contribute to an active movement forward."

In his report, the Head of Rosstandart analyzed the current realities and the main directions of standardization development in the Russian Federation.

Andrey Lotsmanov's speech was devoted to the role of standardization in solving import substitution problems. In his report, using the example of pipe industry enterprises, he showed how participation in international standardization, production in accordance with the requirements of the most modern standards increases the competitiveness of companies. He also analyzed the most important risks for Russian enterprises arising under the conditions of sanctions pressure, related new directions of standardization development, including in the oil and gas complex of the country, aimed at solving emerging problems.

"Technical regulation in NGK. The state of affairs and prospects" is the topic of the report by Alexander Savinov, Project Director of the Department of Innovative Development of Fuel and Energy Industries of the Federal State Budgetary Institution "REA" of the Ministry of Energy of Russia.

Maxim Nedzvetskiy, Deputy Head of the Gazprom PJSC Department, General Director of Gazprom VNIIGAZ LLC, told about the implementation of an integrated approach to the development of the Gazprom standardization system in his speech.

Gennady Shmal made a presentation on "Strategic planning as the basis of a systematic approach to overcoming challenges and threats to the development of our country's economy at the present stage."

The topic of digitalization of the standardization system became one of the key topics at the conference. The prospects for its development were analyzed in his speech by Denis Mironov, Director General of the Federal State Budgetary Institution "Russian Institute of Standardization".

Sergey Tikhomirov, General Director of the Association "Consortium "Codex", Head of the Information Network "Techexpert", Chairman of PTK 711 "Smart Standards", devoted his report to the prospects of applying digital standards in the activities of industrial companies.

Vyacheslav Kukshev, Advisor to the President of the Codex Consortium, expert of TC 164, told the conference participants about the current global trends in digital standardization for the oil and gas complex.

Another extraordinary topic – ways to solve the personnel problem – was devoted to the speech of the Rector of the FSAOU DPO "Academy of Standardization, Metrology and Certification (educational)" Alexander Zazhigalkin. He made a presentation at the conference on "Topical issues of personnel training in the field of quality infrastructure".

Igor Pyshmintsev, General Director of TMK Research Center LLC, Deputy Chairman of TC 357 "Steel and Cast Iron Pipes and Cylinders", spoke about the main areas of standardization activities of PJSC TMK in the new economic conditions in his speech.

Nadezhda Volkova, Director of the Scientific and Training Center "Control and Diagnostics", technical expert of the UNECE Working Group on Regulatory Regulation and Standardization (WP 6), devoted her speech to various aspects of the processes of harmonization of GOST and GOST R requirements with the requirements of international standards as the main mechanism of the import substitution process in the oil and gas complex.

Within the framework of the conference, a solemn signing of an Agreement on Cooperation between Gazprom VNIIGAZ LLC and the RSPP Committee on Industrial Policy and Technical Regulation took place, as well as the presentation by the Russian Institute of Standardization of a Certificate of Authorization of the SC "VNIIGAZ-CERTIFICATE".

According to a long-established tradition, an open meeting of the technical committee for standardization TC 023 "Oil and Gas Industry" was included in the conference program. The meeting was chaired by Maxim Nedzvetsky, Deputy Head of the Gazprom PJSC Department, Deputy Chairman of the TC 023 Management Committee.

Speaking at the meeting, Andrey Lotsmanov drew the attention of its participants to the need to expand cooperation with regional standardization organizations, standardization bodies of the BRICS and SCO countries in modern conditions.

At the meeting, the report of the secretariat of TC 023 "Oil and Gas Industry" on the progress of work on national, interstate and international standardization was presented, and topical issues of the current activities of TC 023 were also discussed.

During the years of the Neftegazstandart conference, many of the recommendations developed by the participants were subsequently repeatedly supported by the authorities and became the basis of decisions taken at the state level and implemented. And this time, following the results of the conference, a draft resolution was unanimously adopted, which contains a number of specific proposals to NGC Companies and technical committees for standardization, as well as public authorities – the Ministry of Industry and Trade, the Ministry of Construction, Rosstandart.
