Outcomes of Rosstandart Collegium

May 22, 2019 at the final Collegium  of Rosstandart  discussed the results of the its activities in 2018 and the tasks for the current year.

The meeting was attended by the Minister of industry and trade of the Russian Federation D. V. Manturov. He outlined the one of the key tasks of standardization and certification that is the fight against illegal trade of  products.

In three years the share of falsification in the markets supervised by Rosstandart decreased from 27 to 20%. This result has been achieved through the implementation of integrated solutions of supervision and the parallel strengthening of measures of responsibility. Thus, the introduction of incoming security control allowed to reduce the volume of counterfeit cable products from 32 to 11%, illegal turnover decreased from 43 to 27 billion rubles.

Good results were achieved in the cable, cement, aluminum and a number of other industries. This made it possible to increase the safety of products and  the volume of production by conscientious manufacturers.

Due to the introduction of  "revolving fines", the share of violations in the automotive fuel market decreased from 20 to 9%.  The State Commission on combating illicit trafficking in industrial products supported the decision to extend "revolving fines" to the market of the cable industry, the pipe industry, the production of automotive components and other products in markets with a high share of counterfeit. The relevant bill is being prepared for submission to the Russian Government this year.

As one of the main tasks facing Rosstandart, the Minister also called the acceleration of the pace of updating the Found of  national standards.

The report of the Head of Rosstandart A.V.Abramov was devoted to the main directions of creation of modern quality infrastructure. In particular, the transition to a new model of standardization with the participation of business. 382 standards of 1048 approved in 2018 were developed at the expense of private funds – this is the highest figure in the history of national standardization. At the same time, the share of standards at the expense of budget funding will continue to decline.

Special attention is paid by Rosstandart to reducing the time of development of standards, as well as the average age of documents in the national Found. We are talking about the reduction of the old  standards and the change in the quality of technical policy at the expense of abandoning the old technologies.

A.V.Abramov in his speech also focused on the establishment of the National Institute of Standardization (NIS). He informed that the secretariats of all national technical committees would be transferred to NIS. The Institute will also deal with the issues of voluntary certification.

As for the processes of interstate standardization A.V.Abramov considers it necessary to create an integrated system of standardization of the countries of the Eurasian Economic Union to ensure the technical regulations of the EAEU with modern standards.

The head of Rosstandart also focused on the reorganization of the centers for standardization, changes in the structure of institutions dealing with the metrology.

At the Collegium were presented  the representatives of the aviation industry, shipbuilding, Roscosmos, who noted the urgent need to update the Fund of outdated standards in these industries.

D.V.Manturov instructed the management of Rosstandart to hold meetings with representatives of these and a number of other industries to jointly prepare a program for updating the standards.

The Board of Rosstandart was attended by First Deputy Chairman of RSPP Committee on technical regulation, standardization and conformity assessment A.N.Lotsmanov.
