On results meetings of the working groups of the Council on technical regulation and standardization for the digital economy under RSPP Committee and the Eastern Business Association of German economy

At June 9, 2019 within the framework of  Forum “Innoprom – 2019” the meetings of working groups of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern Business Association of German economy were held in the office of Sinara Group. 

More than 30 experts from Russia and Germany discussed standardization, accreditation, technical regulations in the field of railway transport, regulation of the construction materials industry and engineering. Special attention was paid to the problems of using standardization tools for the purposes of digital transformation of production.

Opening the event, A. N. Lotsmanov, first Deputy Chairman of the RSPP Committee on technical regulation, standardization and conformity assessment, Chairman of the Council for technical regulation and standardization under Russian Ministry of industry and trade  summed up the work of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern Business Association of German economy during passed year.

He stressed that the first stage was completed – 13 working groups of the Council in various areas were formed, which brought together about 100 experts from Russia and Germany. For the next year, the Council has the task to develop Recommendations that could be implemented in companies to harmonize approaches to production processes. The first draft of the Recommendations is planned to be presented at “Innoprom” next year.

During the meeting met each other the WGs «Mechanical engineering», «Railway transport», «Building materials», «Digital transformation» and «quality Infrastructure».

At the meeting of the working group «Building materials» were discussed proposals to improve the legislation of the countries in terms of removing barriers to the entry of products of building materials to mutual markets. The issues of application of the EAEU technical regulations, EU regulations and directives in the field of accreditation, conformity assessment, certification and market surveillance in the field of construction materials industry were discussed. Requirements to testing laboratories and certification bodies, issues of recognition of the results of laboratory tests in the export of products were also considered.

Following the meeting, the parties agreed on a work plan and agreed to exchange more detailed information on the procedures for certification of construction products.

The President of NP «OPZHT»  V. A. Gapanovich told about the problems of technical regulation and standardization in the field of high-speed rail transport in the Russian Federation.

In June 2019, within the framework of St. Petersburg international economic forum JSC «Russian Railways», Siemens AG, Siemens mobility GmbH and JSC Sinara Group signed a contract for the supply of thirteen high-speed trains «Sapsan». Implementation of the train is related with certification contract according to the requirements of the EAEU technical regulations.          To do this, it is necessary to develop new and update existing documents on standardization and testing methods.

A. Gapanovich and Director of technical regulation and standardization SIEMENS AG Markus Reigl decided separately identified problems in the International rail salon in the 1520 space «PRO/Motion. Expo», which will be held from 28 to 31 August 2019 in Moscow.

The discussion will be organized in the framework of a special meeting of the Russian technical committee for standardization TC 045 «Railway transport». It is planned to invite representatives of Siemens, JSC «Russian Railways», LLC «Ural locomotives», FBU «RS FZhT», RSPP Committee, as well as other interested enterprises – members of NP «OPZHT», the European technical Committee for standardization CEN/TC 256 «Railway transport» and DIN.

At the meeting on the WG «Quality Infrastructure» several topics were discussed.  In the field of Standardization participants discussed in detail the work of the technical committees on standardization of Russia and Germany. The meeting was attended by Dr. Ulrike Bohnsack, managing Director for standardization and coordination of the German standards Institute (DIN). 

German experience in organization and financing of standardization works will be very useful in view of the reform of the standardization system in the Russian Federation and the formation of the National Institute of standardization. In addition, the parties agreed, with the support of  Rosstandart, to return to the discussion of the implementation of the Rosstandart-CENELEC cooperation Agreement.

Also during the meeting in the direction of «Quality Infrastructure» coordinators of the working groups «Accreditation» and «Conformity Assessment» were presented proposals for specific work.

WG «Accreditation» was proposed to the German side to consider the possibility of conducting inter-laboratory comparison tests of Russian products.

Conducting comparative tests between the Russian and German laboratories would be a good example of the interaction of Rosaccreditation and ILAC and the implementation of the Memorandum of understanding between the Federal accreditation service DAkkS and Rosaccreditation concluded in 2016.

The head of the working group «Conformity Assessment» L. A. Bondar  invited the German side to hold a meeting to discuss issues related to the practical application of notification mechanisms and voluntary certification in Germany, as well as the requirements for specialists in the field of conformity assessment in Russia and the European Union.

In addition, during the meeting, information was presented on the formation of a consortium in Russia for the certification of products using the advanced production technologies. The purpose of the consortium is the formation oat the international level competencies in the experimental digital platform for certification in the field of virtual and natural testing of materials and products.

Session on «Digital transformation» was held under the moderation of B. Pozdneev, Director of the Institute of information technology University «STANKIN» and M. Reigl, Director of technical regulation and standardization, SIEMENS AG.

Reigl noted the importance of the development of a single product classifier and thanked the company «Kodeks» for the great progress in this area. «In order to promote the digital integration of Russian and German industrial products, it is necessary to cooperate in this area with Codex and other Russian engineering and it companies,» he said.

G. Tikhomirov, President of the “Consortium Kodeks”, spoke in more detail about the work of the Kodeks company. He stressed that mutual integration in the development of the product classifier is necessary at all levels. To achieve the result you need to look for ways to productive interaction, and strive for a single format of data exchange. In this sense the Ecl@ss standard is the most advanced industry standard for cooperation and e-Commerce.

In addition they discussed ways of possible cooperation between Russian and German companies to create systems for the introduction of digital technologies in enterprises in order to harmonize approaches to production processes.

At the next day the participants of the  session «Standardization in digital production» were informed about the results of the meetings of the working groups. It was held in the format of an open  meeting of the Council for technical regulation and standardization for the digital economy under RSPP Committee and Eastern Business Association of German economy.
