Round table on technical regulation and standardization of the dialogue between the EAEU and the Russian-German Chamber of Commerce

Within the framework of the dialogue on technical regulation between the EAEU and the Russian-German Chamber of Commerce, the 4th round table on technical regulation and standardization was held in Nur-Sultan on October 21, 2019.

The event was opened by Dr. Thilo Klinner, Extraordinary and Plenipotentiary Ambassador of the Federal Republic of Germany to Kazakhstan. He noted the importance of standardization issues for the development of bilateral trade between Kazakhstan and the EAEU countries, especially in terms of removing barriers to trade.

During the event, the participants discussed the problems of international cooperation in the field of technical regulation, as well as issues of standardization, conformity assessment and accreditation.

The heads of State bodies for standardization and accreditation of Kazakhstan, the Ministry of Economy and Energy of Germany, the Russian Union of Industrialists and Entrepreneurs, the Eurasian Economic Commission (EEC) took part in the round table.

Arman Shakkaliyev, Chairman of the Committee on Technical Regulation and Metrology under the Ministry of Trade and Integration of the Republic of Kazakhstan spoke about the situation in the development of the standardization system in Kazakhstan, noting the importance of focusing on participation in the development of international and regional standards. 

Timur Nurashev, Director of the Department of Technical Regulation and Accreditation of the Eurasian Economic Commission, continued the topic on the development of technical regulations. Today, the Eurasian Economic Commission has developed 48 technical regulations, which are largely harmonized with European directives.  

The point of view of the German Ministry of Economy and Energy on the development of dialogue in the field of technical regulation was highlighted by Helge Engelhard, head of the sub-Department "Regulation, standardization, safety". Some progress has already been done in the direction of removing non-tariff barriers between the EAEU and the European Union, but there are still many problems in the field of product certification and mutual recognition of test results of laboratories in Germany and the EAEU.

Andrey Lotsmanov, First Deputy Chairman of the RSPP Committee for Technical Regulation and Conformity Assessment, Chairman of the Board for Technical Regulation and Standardization under the Russian Ministry of industry and trade reported about the work of the Council for technical regulation and standardization for digital economy between the Committee and the Eastern Committee of German Economy.

Chairman of "Open International Dialogue" Christian Gross highlighted the need for  more detailed dialogue between Kazakhstan and Germany not only on technical regulation, but also in the field of removing customs barriers.

The second part of the round table was devoted to the discussion of standardization, conformity assessment and accreditation issues.

Reports were made by Gerd Slapke, CEO of Eurasia Connect GmbH, Advisor of the Dialogue with the EEU on technical regulation; Gabit Mukhambetov, the Director General of LLP "National Accreditation Center"; Nadine Petermann, Manager of standardization in German Commission for electrical engineering at the German standards Institute (DIN) and  Union of German electrical engineers (VDE) and others.

The main topics of discussion were the need to establish a dialogue in the field of product certification. According to the opinion of the participants such  dialogue should be a two-way road.

The next round table on technical regulation within the Dialogue on technical regulation between the EAEU and the Russian-German chamber of Commerce is scheduled to be held in Berlin in the spring  2020.
