June 20, 2019 in Moscow in the international trade Center held a Conference on standardization and conformity assessment in the EAEU in the framework of the dialogue on technical regulation with the EAEU.
It was organized by the Russian-German chamber of commerce. The conference was held in the framework of the Dialogue on technical regulation with the EAEU with the support of the Ministry of economy and energy of Germany.
The Russian-German chamber of Commerce regularly organizes expert meetings on technical regulation, which are attended by representatives of business, relevant institutions of Germany and the EAEU. In the course of intensive discussions the issues of regulation and standardization, conformity assessment and accreditation, market surveillance are raised.
The aim of this dialogue is to increase the degree of harmonization of requirements for safety and quality of products in Germany and the EAEU, as well as to discuss and develop possible ways to resolve the difficulties faced by importers and manufacturers from Germany and the EU.
At the same time, interaction between associations representing industry and business of the two countries is actively developing, in particular between the RSPP and the Eastern Business Association of German economy
The moderator was V.V. Gerasimov , coordinator of the Dialogue on technical regulation with the EAEU of the Russian-German chamber of Commerce.
The Chairman of the Board of the Russian-German chamber of Commerce Matthias Schepp, Deputy head of Rosstandart A. Shalaev welcomed the participants of the conference. H.Shalaev, Engelhard head of the sub-Department "Rationing and standardization, safety" of the Federal Ministry of economy and energy of Germany, Director of the Department of technical regulation and accreditation of the EEC T. B. Nurashev, head of the Department of Economics and science of the German Embassy in Russia Thomas Graf reported at the Conference.
Two expert sessions were included in the conference program. The moderator of the first of them - "International cooperation in the field of standardization" was the Director of the standardization Department of the Federal Ministry of economy and energy of Germany Thomas Tsilke.
Among the speakers, actively answered numerous questions of the participants of the session – Helge Engelhard, T. B. Nurushev.
First Deputy Chairman Of the RSPP Committee on technical regulation, standardization and conformity assessment A. N. Lotsmanov spoke about the work of the Council for technical regulation and standardization for the digital economy under RSPP Committee and the Eastern Business Association of German economy, the main activities of the working groups of the Council.
The theme of the second session was the role of standardization in the digital economy. Various aspects of the issue were covered in detail by S. A. Golovin - Chairman of the inter-Sectoral Council on information technologies under the RSPP Committee on technical regulation, standardization and conformity assessment, Chairman of TC/ITC 22 "Information technologies", I. V. Sergeichev - leading researcher of the Center for Design, production technologies and materials of the SKOLKOVO Institute of science and technology, N. Ah. Utkin - Chairman, TC 194 "Cyber-physical systems" and others.
The special interest of the conference participants was aroused by the expert speeches of D. Abramov - head of TÜV Rheinland Holding AG and N.Moschenskaya - the head of the certification body "Rostest-Moscow". In their reports, they analyzed in detail the main development trends, differences and similarities of the conformity assessment systems of the EU and the EAEU.
During the event there was a lively discussion on the issues discussed.
The conference was a successful continuation of the Dialogue with the countries of the Eurasian Economic Union, which will identify new areas for cooperation in the field of standardization and conformity assessment.
