14-17 October 2019 in Ufa (Russia) in the Congress hall "Toratau" was held XIV international conference "Neftegazstandart-2019". It was organized by the Committee for Technical Regulation, Standardization and Conformity Assessment of the Russian Union of Industrialists and Entrepreneurs, the Inter-Sectoral Council for Technical Regulation and Standardization in the Oil and Gas sector of Russia and the Ministry of industry and innovation policy of the Republic of Bashkortostan.
Neftegazstandart is an annual event held in different regions of Russia. It is traditionally attended by representatives of Federal and Regional authorities, heads of standardization bodies of the EAEU countries, leading experts of the largest international and Russian oil and gas companies.
Neftegazstandart conference is an authoritative platform for informing a wide range of specialists about the development of standardization in the Russian Federation and the EAEU and developing a consolidated opinion of industry and authorities on the most actual problems of technical regulation in the oil and gas sector with the long history.
This time, the priority topics discussed on the conference were the creation of an industry system of voluntary certification in the oil and gas sector of Russia, the interaction of the Russian Ministry of energy and leading oil and gas companies in new areas of standardization. The mechanisms of digital transformation of enterprises, development and application of IT standards in the interests of the oil and gas industry, formation and implementation of standards development programs in the industry were discussed.
Acting Minister of industry and innovation policy of the Republic of Bashkortostan U.Nasibullin welcomed the audience on behalf of the Head of the Republic and the government of Bashkortostan. The President of the Union of oil and gas producers of Russia G.Shmal and the Head of the Russian Federal Accreditation Agency for the Volga Federal district Y.Danilina addressed the participants of the conference with a welcoming speech.
Welcome addresses to the participants of the conference also did the President of the Russian Union of Industrialists and entrepreneurs A. Shokhin, P. Zavalny, Chairman of the Energy Committee of the Russian State Duma, A. Besprozvannykh, Deputy Minister of industry and trade of the RF.
During the plenary session the priority directions of development of the national system of standardization, issues of technical regulation of the oil and gas complex, the main directions of improvement of normative legal acts in the field of metrology, the use of digital technologies in the standardization processes were considered.
Deputy Head of Rosstandart A. Shalaev devoted his speech to the analysis of the priorities of the Russian standardization. In particular, he spoke about the mechanisms of reducing the time of development of standards, the work on analyze the relevance of standards adopted during the existence of the Soviet Union. At the same time he stressed the need for the participation of the business community and industry experts in these processes.
The speaker also reported about the prospects for the development of standardization, taking into account the formation of the digital economy. By his opinion, the role of standards will increase with the digitalization of production.
Shalaev also called one of the most important tasks that is the use of standardization tools in the implementation of priority national projects.
The Deputy Director of the Department of production and transportation of oil and gas in the Russian Ministry of Energy A. Savinov in his report highlighted the current state of technical regulation and standardization in oil and gas complex highly appreciated the prospects of development of the oil and gas industry initiative of some companies for promoting the development of standardization and conformity assessment in the oil and gas industry.
First Deputy Chairman of the RSPP Committee for Technical Regulation, Standardization and Conformity Assessment, Chairman of the Council for Technical regulation and Standardization under the Russian Ministry of Industry and Trade A. Lotsmanov made the report "New challenges and new opportunities for standardization".
He stressed that the RSPP Committee which this year celebrates its 15th anniversary has developed a reliable algorithm for solving cross-sectoral problems. Experts of the Committee are promptly involved in the work on solving the most urgent problems of technical regulation, standardization, conformity assessment. So, at present, representatives of the industry take an active part in this work that is carried out in the framework of the "Regulatory Guillotine". The RSPP Committee is represented in two working groups on the implementation of the "Regulatory Guillotine" mechanism, which deal with the audit of documents in the areas of ensuring the uniformity of measurements and conformity assessment.
Lotsmanov noted that in September this year at the meeting of the RSPP Committee on regulatory policy, representatives of Federal Executive authorities (the heads of the Regulatory Guillotine Project) and the President of the RSPP A. Shokhin presented the Road map to improve the legislation and set tasks for the RSPP committees and commissions and business representatives participating in this work.
Currently the RSPP Committee together with the enterprises of oil and gas complex and the Russian Ministry of energy participates in the preparation of proposals to improve the national system of voluntary certification. On October 4, 2019 at the IX St. Petersburg international gas forum, the Chairman of the RSPP Committee, D. A. Pumpyanskiy supported the creation of the "Oil and gas industry initiative for standardization and conformity assessment".
In his speech, A. Lotsmanov also noted that the existing systems of standardization and conformity assessment were formed more than a hundred years ago for the needs of the second industrial revolution. The new industrial order is based on digital technologies and digital standards.
The speaker reported about the work of the RSPP Committee within the framework of the RSPP Council for technical regulation and standardization for the digital economy established last year together with Eastern Committee of the German economy.
At the plenary session of the conference, presentations were made by the President of the Union of Russian Oil and Gas Industrialists G. Shmal, Head of the Department of State Policy in the Field of Technical Regulation, Standardization and Uniformity of Measurements of the Russian Ministry of Industry and Trade M. Kopkina , the Head of the department of Gazprom Alexey Pochechuyev.
Among the speakers of the event were Deputy Director General of FSUE "Standartinform" K. Leonidov, Director for new products and technological support in the domestic market of PJSC " TMK" S. Ladygin, Director of the research and training center "Control and diagnostics", technical expert of the UNECE WP 6 on regulatory regulation and standardization N. Volkova, President of the consortium "Kodeks", head of the information network "Techexpert" S. Tikhomirov and many others.
The features of technical regulation in the oil and gas sector, the impact of harmonization of standards on import substitution processes in the oil and gas industry in Russia, the possibility of using digital technologies in standardization, current problems of modernization of the regulatory framework in the fuel and energy sector and many other problems were considered.
In recent years the conference program includes special sessions devoted to the discussion of the most relevant topics of technical regulation, standardization and conformity assessment. This year as part of the business program of the conference the round table "Creation of the Russian geophysical center for metrology and certification" was held.
Also traditionally the conference program included meeting of the Russian national technical committee for standardization (TC 23 "Oil and gas industry").
At the end of the conference, the participants unanimously approved the draft resolution. After including into the text of the proposals made during the discussion, the document will be sent to the Russian federal executive authorities.
Excursions to the leading enterprises of the Republic of Bashkortostan: Bashneft, PJSC UEC-UMPO, LLC Gazprom Transgaz Ufa were organized for the participants of the conference.
The questionnaires conducted by the organizers showed that the conference participants highly appreciated the relevance of the issues discussed at the event, the high level of organization of the forum.
The conference "Neftegazstandart" once again for the 14th time demonstrated compliance with the requirements of the time, confirmed its status as a leading platform for discussing the most important problems and prospects for the development of the oil and gas complex in Russia.
