The event was organized by the leading state scientific center in metallurgy - SSC FSUE "TsNIIchermet named after I.P. Bardin", the largest association of metallurgical companies - the Association "Russian Steel" and the Committee on Industrial Policy and Technical Regulation of the all-Russian organization representing the interests of business circles both in Russia and at the international level - the Russian Union of Industrialists and Entrepreneurs (RSPP).

Within the framework of the conference, topical issues of the development of the national standardization system and the preservation of its key role in ensuring the stability of the development of the country's metallurgical complex, especially significant in the context of global changes in the Russian and world economy, as well as the adaptation of the metallurgical complex to new economic conditions, were touched upon.

The participants of the meeting noted that in the context of growing sanctions pressure, it is especially important to increase the role of technical regulation as one of the basic tools for achieving technological sovereignty, the key areas of which are to improve the quality and competitiveness of Russian steel products in foreign markets, as well as to protect the domestic market from unsafe products.

In this regard, the most priority tasks for the development of competitiveness in the field of technical regulation are the development and inclusion in technical regulations and standards of environmental requirements, including the reuse of advanced requirements, using a "stepped" approach to their task, as well as the promotion of Russian know-how in the development and improvement of the degree of harmonization of national and interstate standards.

The conference participants also agreed that the sanctions policy of foreign countries in relation to the metallurgical and metal-consuming industries, the violation of cooperation ties with enterprises of unfriendly countries were the key factors that made it necessary to provide the basic metal-consuming industries of the country with new promising metallurgical materials.

As a result, the development of import substitution, including the development of many types of metal products not produced in Russia, and, accordingly, the technologies for their production in order to provide the country's industries with modern metal products that are not inferior to foreign analogues, will contribute to ensuring the technical and technological independence of the country. In view of this, it is necessary to continue work on providing high technological and service properties of metallurgical materials for domestic industries, as well as creating prospects for entering the export markets of new domestic materials, accessibility for consumers of special unique metallurgical products with low consumption volumes.

The presence of intersectoral state programs allows metallurgical enterprises to see the directions of development of metal-consuming industries and, accordingly, to form their own programs of technical re-equipment and technological development.

The conference also raised the issue of ways to overcome the consequences of sanctions in terms of certification and accreditation. The participants of the event agreed that the best ways to overcome the consequences of the sanctions are:

Creation of a national system of voluntary certification (NSS) - an analogue of the API product certification system, obtaining support from the Government, the Ministry of Industry and Trade of Russia, Rosaccreditation.

Certification according to ISO 9001 in the Russian certification body, accredited and recognized in the Russian market, as well as in the international market and / or friendly countries.

Certification of products in certification bodies that have international accreditation and are residents of friendly countries.

Those present also noted that the modern metallurgical industry is continuously developing technological and technical solutions aimed at creating new steel products with a balance of mechanical and technological characteristics. In this regard, it is necessary to pay considerable attention to the harmonization of requirements for the technical conditions for the production of steel products, which will form a common approach to the selection and appointment of products on the part of the manufacturer, processor and consumer.

During the event, the issue of development of standardization and confirmation of the suitability of fasteners was also discussed. Metallurgical enterprises have repeatedly received requests to TC 375 "Metal products from ferrous metals and alloys" with a request to update and purchase registered copies of technical specifications for metalware products with the index "TU 14-4-...". According to the information received from the applied organizations, at present the technical conditions of the industry level for hardware products with the index "TU 14-4-..." do not have a holder of the original, and, therefore, there is no possibility of confirming the relevance of documents, their change, updating, cancellation, their accounting and registration are not maintained. There are changes prepared directly by enterprises applying with the index "TU 14-4-..." for own deliveries.

According to the Regulation on the procedure for the development, coordination, approval, and registration of technical specifications for ferrous metallurgy products, the approval and registration of technical specifications for ferrous metallurgy products with the index "TU 14-4-... were entrusted to JSC "NIImetiz" (TC 146 "Hardware"). However, the work on standardization in the hardware industry of the Russian Federation was interrupted due to the termination of the activities of the technical committees for standardization TC 146 "Hardware" and TC 229 "Fasteners".

Enterprises, producers and consumers of metal products according to "TU 14-4-..." (SIC "Kurchatov Institute" - Central Research Institute of Communications "Prometey" named after I.V. Gorynin, PJSC "Izhstal", JSC "NIKIET", JSC "Severstal-metiz", JSC "OEMK named after A.A. Ugarov", LLC "ZMZ", JSC "MMK-METIZ", etc.) support was expressed for the decision to install "TU 14-4-..." by the holder of the originals. FSUE "TsNIIchermet named after I.P. Bardin", as an organization with extensive experience in managing technical specifications for metal products. The participants noted the need to update standardization documents for hardware and fasteners.

The conference participants also touched upon the topic of optimizing the timing and process of harmonizing standards.  At the moment, the process of amending the existing GOST is quite a long time, the main reasons for this are the low interest of the EAEU countries in the operational harmonization of standards, the complex structure of the organization of the work of the IGU and Rosstandart with long regulatory deadlines for the implementation of procedures for inclusion in the ICP and introduction into operation, as well as the lack of digitalization of the process of harmonizing standards. The conference participants agreed that work in these areas will significantly reduce the time for the development of GOST and making changes to them.

In addition, special attention was paid to the use of bridge steels in the new state of supply with heat treatment, introduced in accordance with GOST 6713-2021. The obvious advantages of introducing a new supply state against the background of an increase in the need for bridge steels due to the state focus on the implementation of infrastructure projects were noted. At the same time, the conference participants agreed that in order to eliminate distrust in the new supply conditions of organizations of the bridge industry, it is necessary to conduct a comprehensive study of bridge steels in the new state of supply initiated by the Ministry of Construction of Russia in order to determine the possibility of its use in bridge construction.

The conference participants noted the particular importance and relevance of the issues discussed in our time, because in the context of the development of international trade, the success of many enterprises and sectors of the economy in the foreign and domestic markets is largely determined by how their products or services meet modern ideas of quality.

As a result of the event, the following decisions were made:

  1. Invite enterprises to take part in the development and inclusion in technical regulations and standards of environmental requirements, including reuse, of advanced technical and technological requirements, using a "stepped" approach to their task, as well as to consider proposals for promoting Russian know-how in the development and increasing the degree of harmonization of national and interstate standards.

  2. To recommend to the technical committees for standardization in the metallurgical complex, together with enterprises and organizations of the metallurgical complex, to work on the development of new intersectoral state programs, including measures to provide high-tech types of metal products to metal-consuming industries, in the products of which both the state and business are interested.

  3. To recommend enterprises and organizations of the metallurgical complex to work on the creation of a national system of voluntary certification (NSS) - an analogue of the API product certification system, obtaining support from the Government, the Ministry of Industry and Trade of Russia, Rosaccreditation.

  4. To recommend that enterprises and organizations of the metallurgical complex work on the recognition of the conformity assessment system among manufacturers and consumers of the Russian Federation, as well as the recognition of the Russian system of product certification in friendly countries.

  5. Invite enterprises to take part in the creation of a system for testing suppliers for compliance with special requirements confirming the possibility of timely delivery of high-quality products of a certain type to consumers.

  6. Invite enterprises to take part in the development of the certification process according to ISO 9001 in the Russian certification body, accredited and recognized in the Russian market, as well as in the international market and / or friendly countries.

  7. To recommend the introduction of automation and digitalization of the process of developing regulatory documents (creation of acs ND) with the study of the possibility of introducing an automated system for sending and collecting feedback, as well as a visualization module for passing the stages of ND development, which will eliminate problems and loss of time in the development of ND by automating actions that do not add value.

  8. To recommend that organizations of the road sector of the country consider the need and expediency of updating a number of regulatory documents for their compliance with the new GOST 67132021.
